Jean Bray was a Division 5 councillor from 1979 to 2004 serving as mayor between 1991 and 2004. She taught for many years at Lowood Kindergarten. She was a foundation member and director of the Folk Art Gallery, secretary of the Swimming Pool Fund Raising Committee and president of the Lowood Branch of Bush Children’s Association.
