Cr Kenneth Edgar Haslingden was first elected as a Councillor for the Council of Shire of Esk in 1961. In 1967 he was elected Chairman. He resigned from office of Chairman in 1983 due to failing eyesight. Cr L.J. Williams was elected Chairman to replace him.
In March 1983 the bridge over the Stanley River was officially opened and named the K.E. Haslingden bridge which also signified the opening of all roads and bridges constructed as a result of the Wivenhoe Dam project.
In 1984 he was awarded an Order of Australia Medal for his services to local government.
